The Centers for Medicare & Medicaid developed the National Plan and Provider Enumeration System (NPPES) in accordance with the Health Insurance Portability and Accountability Act of 1996. HIPAA mandated the adoption of standard unique identifiers for health care providers and health plans.
The National Plan and Provider Enumeration System, also known as NPPES, is responsible for processing new NPI (National Provider Identifier) applications and changes of information for already active providers.
In September 2007, CMS began disclosing NPPES health care provider data that are disclosable under the Freemdom of Information Act (FOIA) to the public.
